and without the authority of the Government.

Again, therefore, I am driven to conclude that the only valid objection taken by the Queen's College tutorial Staff is that set out in the first paragraph of their memorial, viz.:- that since March, 1900, Mr. Woodcock has had no connection whatever with education, while during that period, conditions at Queen's College have greatly changed, new methods have been introduced, and the standard of work has been considerably raised. In regard to their complaint that their promotion is interfered with by the transfer of Mr. Woodcock, I would draw attention to the fact that in 1907 the new appointment of Normal Master with a salary of $3,000 to $3,600 (£480 to £570 in Sterling) was created; while the opening of the Technical Institute has been the means of providing one of the Petitioners with an allowance of $100 per mensem as Director, and enable several others to earn fees as Lecturers ranging from $20 to $90 a month.

The transfer of Mr. Woodcock to Queen's College will effect a considerable and desirable economy represented by the saving of the salary of the Principal Clerk in the Sanitary Department £240-£285 and of the difference between the salary proposed for Mr. Bowen-Rowlands
